Mr. Bernier, PE, MScE
Alex is the Program Director at
the Connecticut Advanced Pavement Lab at the University of Connecticut. A
former UConn student himself, before returning to the lab, Alex spent time
consulting in airport engineering. He has dealt with pavement design and
construction at airports across North America from Canada to the Caribbean
including the recently constructed runway 13L-31R at JFK Airport in New York
where Alex served as the engineer of record. |
Mr. Bonnett, P.E., BCEE

Dr. Collins, P.E.
Dr. Collins received his Bachelor’s and Master’s degree at
the University of Alaska Fairbanks. His master's thesis involved the
stabilization of marginal soils with nontraditional additives for use in roads
and runways in rural Alaska. He received his Ph.D. at the University of Oklahoma
with a dissertation on in situ testing of unsaturated soils. He has worked as a
consultant since 2017, and joined Building & Earth in 2019.Dr. Collins’
research interests are primarily field testing soil and rock. He has been
involved with dynamic pile testing since 2019. Dr. Collins is currently
the treasurer for the Birmingham branch of ASCE. He lives in Birmingham with
his wife and two children. |
Mr. Elgammal, P.E., PMP

Mr. ESSER, P.E., D.GE
Mr. Esser holds a BS and a MS in Civil Engineering and has been practicing engineering for over 40 years. He has published several technical papers and was admitted to the Academy of Geo-Professionals in 2009. He also serves on four ASTM D-18 subcommittees. He taught graduate and undergraduate courses in soil mechanics and foundation engineering as well as a PE review course for over 15 years. At School of PE, Mr. Esser teaches courses in the geotechnical discipline. |
Dr. Fulkerson, PhD, P.E.
Dr. Fulkerson holds a BS in Environmental Engineering as well as a MS and PhD in Civil Engineering with specialization in Water Resources. He has been practicing engineering for 15 years, including hydraulics, hydrology, and surface water modeling. Dr. Fulkerson also has 10 years of teaching undergraduate courses in water resource. He teaches courses in environmental topics, geometric topics and water resource topics at School of PE. |
Dr. Gurung, D. Engr, P.E.

Mr. Harvey, P.E.
Mr. Harvey has a BS in Engineering Physics with a concentration in Civil Engineering. He is a Professional Engineer registered in the state of Florida and is also a Certified Bridge Inspector (CBI). He has experience is in operations management, and project management for bridge rehabilitation, as well as asset management projects in the state of Florida. |
Dr. Howell, PhD., P.E.

Mrs. King, PE
Ms. King holds
a Bachelor of Science Degree in Civil Engineering from Kennesaw State
University. She attended School of PE in November 2021 for the Fundamentals of
Engineering Exam, and in April 2023 for the Professional Engineering exam. She
is a registered professional engineer in both Georgia and North Carolina and
has over 7 years of experience in traffic and transportation design systems,
site development, and water resource engineering. |
Mr. MacKay, PE, CPESC
Mr. MacKay has a BS in Civil Engineering and an MS in Civil Engineering with a focus in Water Resources. He is a principal/owner of an engineering firm in Pennsylvania and has been practicing water resources engineering for 18 years. He developed and instructs courses for the Pennsylvania Department of Transportation, including Stormwater Design and NPDES Permits, Erosion and Sediment Pollution Control Design, Stormwater Control Measure Inspections, and several others. Mr. Mackay has served as an instructor for the School of PE since 2006. |
Dr. Moradian, Ph.D., P.E.
Masoud Moradian obtained his doctorate degree in Civil Engineering from Oklahoma State University, Stillwater, OK in May 2017. During his Ph.D. work, Masoud worked on hydration of cementitious materials at nano and micro scales with different X-ray imaging techniques in projects sponsored by FHWA, NSF, and U.S. Department of Energy. Upon graduation, Masoud started
working as a Research Associate for OSU to complement his research works. In
September 2017, he joined Rigid Pavement and Concrete Branch, Materials and
Pavement Section of Texas Department of Transportation. As the cement and
concrete laboratories supervisor, Masoud has been involved in laboratory
management, Materials Producer Lists, specification revisions, lab
accreditation, and research works. Masoud is licensed professional
engineer in Texas with #131370. He is also an ACI certified strength testing
and field testing technician #01643804. |

Mr. Siegl, P.E.
Nicholas G. Siegl, is a project manager with Gannett Fleming, Inc. He resides in the Harrisburg, Pennsylvania area and is a licensed Professional Engineer in Pennsylvania, Delaware, and Texas. He has over 34 years of transportation design experience.
His training experience includes the development and delivery of training courses for the Pennsylvania Department of Transportation (PennDOT), Penn State University, and the School of PE. He has taught review courses for the civil PE exam since 1999, and has served as an instructor for the School of PE since 2005. His area of expertise is in highway design and construction engineering. He serves as a subject matter expert for the development of PennDOT’s Intermediate Highway Design Skills Course, and the Right-of-Way for Project Managers Course. Mr. Siegl also served as lead instructor for the Basic Highway Design Skills Course, which introduces entry-level engineers to the PennDOT’s Highway Design Manual and the AASHTO Green Book. He has also serves as co-instructor of the PennDOT’s Design Exceptions Course.

Mr. Stankiewicz, PE

Mr. Villarosa, P.E.
Mr. Villarosa graduated from
Manhattan College with a BS in Civil Engineering and an MS in Environmental
Engineering. He also holds a BS in Physics from SUNY Cortland. After performing
academic research in predicting metal release from contaminated sediments
during resuspension events, Mr. Villarosa worked as a consulting engineer for municipal
clients. He is currently a Principal Engineer for Orange County Department of
Public Works and teaches engineering classes as an adjunct instructor at
Rockland Community College. Mr. Villarosa attended the School of PE and went on
to successfully pass the PE exam in April 2016 making him a Professional
Engineer in the State of New York. He teaches Water Resources at School of PE. |
